No, not necessarily. The problem is that when cell sites are configured and the antennas aimed, consideration is given to surrounding terrain and near by cell sites. This leaves the whole sphere of airborne handsets unaccounted for. Each handset is assigned a frequency or code, depending on technology, and the presumption is that that handset will not overlap with another on the same frequency or code. Throw in a handset 5000' above the terrain and all bets are off.
