While this is very true, the problem with the user-fee issue is that the
economic hardships will not likely be seen until long after the fee
system has been established. Long enough, in fact, that the politicians
will find it difficult to recognize the cause & effect.

Remember, most elected officials are rather near-sighted. And as it is
now, the only economic hardship many of them see is from the airline
industry.

The main motivation of politicians is to stay in power. Therefore they
will pay attention to whatever puts that in jeopardy.
Local economical hardship from shrinking GA business can scare local
politicians, which then could cascade that to upper levels.
That's why the lobbying from Cessna, Cirrus, etc. to the communities in
which they have manufacturing facilites is so important...
Also smaller GA businesses which happen to be a significant part of
their
communities' economic activity will have a voice that perhaps could be
heard.
