ESB should startup regardless of endpoint availability

If an endpoint is not available (for example if Axis2) is down, then the ESB
doesnt startup. The ESB is a mediation component and its instantiation must not
depend upon whether a certain endpoint is available or not. Endpoints going
down is a real world situation and the ESB not firing up because of a
non-available endpoint is not a desirable thing to have.
At the most the ESB can conduct a validation check on endpoint availablity and
flag non-responding endpoints, but must always be available for accepting calls
and for new configuration.
