You probably have a problem unrelated to Azalea --- I just installed
openbox + obconf on unbuntu breezy (x86), and compiled and run Azalea
without problems. Actualy, I have warning like you about some xml
files not found in my user directory, but that doesn't prevent it to
run.

If you do a "dpkg -L openbox" you'll see that it should come with
/etc/xdg/openbox/rc.xml and menu.xml . Apparently it's not the case on
your machine, hence the problem with Azalea. I'm not even sure obconf
is needed, as the themes are bundled with openbox.

My installed Ubuntu packages were broken in some way, I fixed the problem by updating my whole Ubuntu system.
OpenBox and Azalea are now working well.
