Ok... Well we could add XPM loading support to GNUstep, surely it
shouldn't be hard..
I think so. But NSImage does not support -initWithData:
as far as I remember long time ago,
it will be more work than expected.

Did you hide all application icons by default ?
Which window manager do you use ? I only test it with Azalea.
