This seems to be the best behavior from a usability point of view. Thus, the dock would be global.
I guess that's why there are app icon and mini window in GNUstep. The app icon represents the application while mini window represens the iconized window. We can think the left-click menu for windows is a form of mini window. Then everything fits now. Yen-Ju
