I think an app switcher in the menu bar like the one in OS9 would be
nice (Attached picture of same thing in Rhapsody). It is non obtrusive
but still easy to access. If you want have it as a floating window just
rip off the menu... (We are keeping the rip-off menus even if we stick
with the horizontal menu bar, correct? I rip off my menus all the time...)
Further more, this menu could not only act as an app switcher, but also
as a project switcher and a document switcher...
While there is no problem of having an application switcher as you suggest,
the actual problem comes from that shelf also serves as application
switcher partially,
for example, minimized window will stay in shelf.
Users may have multiple workspaces (virtual desktops) and multiple
tabs of the shelf.
It is not clear to me how easy a user can find about where is his
minimized window.
As for the OS9-style menu, we can simply change of UI of AZDock.
It is very simple and easy and takes less space.
