This raises the question how the system would know that the app is busy without 
the application telling the system explicitly. On (native) Windows an 
application itself may decide to display the busy cursor when a longer running 
action takes place. I think that the application as such must tell the 
system/the user that it will be unresponsive for a while, e.g by displaying a 
progress indicator.
