There's no reason it couldn't - you'd just need a gdnc running in a well-known location. There is a good reason why it shouldn't though: DO is not designed with security in mind, and it would be incredibly hard to secure it without sacrificing performance. DO is intended for two trusted parts of the same program to communicate.
