Am I correct in thinking that the stuff in Developer isn't necessary unless 
you're going to write code?  If so then I think this package structure may work:

etoile-core:      Frameworks, Languages      \
etoile-services:  Bundles, Services/Private   } etoile (meta-pkg)
<appname>:        stuff in Services/User     /
etoile-dev:       Developer

Where is the window manager stuff in the 0.4.1 tarball?  I don't see anything 
that seems like a reference to Azalea or another wm.
