x windows won't run as a user

I'm having a problem X windows won't run as a user.  I get the error
xf86OpenConsole Server must be suid root.

It's a permission thing but I don't know what file to change.  I think it
happened I used apt-get upgrade in X and I don't think I should have done
that looking back on this.  Because it was upgrading everthing and I was
running apt-get in x at the time.  If I can reinstall x and metrox it
would be fine.  

Anyone out there have any suggestions.
