That's got to be theoretical.  How in the heck are you going to justify shooting up enough radioactive element to melt through an ice crust?  After all, everyone remembers the Challenger disaster, and I don't imagine that there would be many people in favor of shooting up a pound of hot radioactive material, considering that if the rocket fails, that radioactive material will land on Earth somewhere?

(Yes, yes, of course it would be of limited danger, etc... I'm not talking realities here.  I'm talking public perceptions).
