Is this a Fiat 850 or smaller vehicle.  They were the smallest things on the
road then except for the Honda 600,  Subaru(Suzuki, not sure which one)360 &
the datsun and toyota small cars.  There was a person converting Fiat 600s
to electric in the 70s in the North Park area of San Diego, CA.  Lawrence
Rhodes.
