The meter's pointer is being attracted electrostatically to the
faceplate. This is a common problem with cheap meters, especially with
plastic faceplates.

Better quality ones do indeed have an antistatic coating on the
faceplate. You can buy antistatic sprays at most electronics supply
houses. Even just washing it in soapy water and not rinsing off the soap
film will help a lot.

To avoid the static charge when cleaning off dust, make a point of
always wiping it with something that is at least slightly damp.
