There are 1" thick rubber pads leading down to the mounting screws.

My US Electricar Lectric Leopard (Renault LeCar) has an aluminum mount very much like the original steel mount in your picture. The rubber pads at the left and right sides look just like mine, which are transaxle mounts for a VW microbus.

there could be some rotating of the motor/transmission in a high-torque
situation.

Possibly, but since the motor and transaxle are rigidly mounted together, there is very little rotational torque. It is mainly caused by inertial reaction torque, when the motor is sped up or slowed down very quickly.

The real killer is the fore/aft torque of the entire motor/transaxle unit, reacting against the wheel torque. I "floored it" in reverse from a dead stop once; there was the satisfying "scree..." as the tires broke loose and spun -- but there was also a loud "bang" as the top bar of that motor mount was torn off, allowing the motor to rise up and hit the bottom of battery box! And this was with a wimpy ADC 6.7" motor and Curtis 1231C controller turned down to 400 amps.

But Still/ That's why I have always said; leassing a car is a ripoff,
this is one of the things that makes a point! Had EV-1's been offered for
SALE to anybody that jusy walked in the door? Well, they woulda sold more of
them than Hummers! How nice it woulda been if Hummers were only offered,
becides Iraq and Trashcanistan, in two cities to only a select group, 100k
wage minimum, 500 bux a month lease, all the EV-1 stuff. Bettya you wouldn't
see many Hummers around? That would be a good thing.

--- Begin Message --- The Ranger has narrow rail spacing, and as I recall the shocks are off to the side of the rails taking up space. The S-10 has the shocks more in-line with the rails. I once measured under a friend's Nissan Frontier - the rails are spaced nice and wide and the shocks are out of the way, so could be a candidate.

And yes, any truck can be converted, just some require more work (welding) than others.

What? Most pickup conversions have the batteries under a flip up bed. My Ranger conversion did, I have seen an Isuzu that did, a Toyota that did, the list goes on. Just because some folks chose not to does not make it impossible. The only issue in that regard I am aware of is the S-10s having a slightly wider frame rail spacing that makes putting the batteries under a bit easier than a Ranger.

The Dutch version of the Creusen website says it clearly:
"Applied Motor Technology" ... a choice resultinng from the
original core activity, the development and production of
electric motors.

There you go - a true motor builder.
They even wind standard and custom motors in house.
Accroding to the web site you can select from AC, DC
(permanent magnet, shunt, series or compound) and
synchronous motors in the IEC sizes 25-132.
The motors are made for voltages from 12V to 600V.

If you need help in talking to them or translating
then give me a shout.

Fwd: African Cats Offers First Fossil Fuel-Free Catamaran

or tinyURL here:
http://tinyurl.com/rwrjs

Actually, the press release as posted on the EVWorld web site gets a
mention first in the EVWorld "Insider Perspective" ("...our
publisher's weekly commentary...") dated 20 Jun 2006, which also has
a sorta cool pic of a (planned?) nextgen SolarSailor? seen here:
http://www.evworld.com/general.cfm?section=directory&page=insider
or tinyURL here:
http://tinyurl.com/ll3tr
(about 2/3 down the page)

Here's the link to the African Cats web site in the Netherlands (I
believe they're originally S.African?:
http://www.africancats.com/default.asp

The African Cats site links again to an evaluation done
by "Multihull Dynamics Inc." ("MDI") on the African Cats FastCat 435
Vector-K model (43' sailing cat), seen here:
http://www.multihulldynamics.com/news_article.asp?articleID=52
or tinyURL here:
http://tinyurl.com/ncq35

That MDI evaluation is pretty fun. A quote from the head of the page:
"New Multihulls » African Cats FastCat 435 Vector - K
Release Date: 6/28/2006
MDI'S featured New Multihull is the Gideon Goudsmit African Cats -
FastCat 435 Vector - K. We have done a complete MDI Custom Multihull
Evaluation. This envolves Bridgedeck Clearance evaluation,
Performance and Stability results. Along with this we have graphed
the 435 Vector - K against the Trend lines of over 647 multihulls
in our Database. We have displayed 4 graphs with Database Trend
lines for: Sail Area to Displacement ratio (SA/D), Base Speed
(BSpd), Texel Rating (TR) and Stability Speed (SSpd). Cal Markwood,
Engineering Analyst, has written a "Cal's Eval" which narrows the
comparisons further with other boats in the data base with similar
specifications. Finally Press Releases from African Cats is
included with their announcement of the first "Electric Powered
Production Multihull". We think that is pretty cool. "

Anyway, at the bottom of THAT page was the snippet of info that *I*
was interested in - who made the motors! BTW, if you haven't
followed these links, another feature of note is that African Cats
is using Lion batts from Valence. Oh yeah, and the other cool
thing? They are offering their Fastcat 435 Vector-K model of cat as
either battery electric version or diseasal version AT THE SAME
PRICE.

Anyway, neither the MDI evaluation or the African Cats Press Release
shown on the MDI page mention the maker of the motor, but in the
tiniest print under a link to the web sites for African Cats and
Valence is this link:
http://www.creusen.nl/

And that's Creusen, from the Netherlands also. From the English
pages on their site:

"Creusen Electro-Mechanische Industrie in Roermond, the Netherlands,
produces modern, high-tech 'applied motor technology' and 'metal
finishing products'. Within 'applied motor technology', Creusen has
opted for a niche role in the world of power transmission, a
preference resulting from the original core activity, the
development and production of electric motors. Creusen Metal
Finishing Products are top quality professional grinding and
polishing machines."

Can't tell whether they started out making the grinders and
polishers or the motors, but there ya go <smile>...

More from their site:
"Creusen motors are fully developed and manufactured in its own
premises under constant quality control. This makes Creusen so
unique. Both the standard and customer-specific motors are wound in-
house."

"Creusen is the right address for AC, DC (permanent magnet, shunt,
serial or compound wound) and synchronous servo motors in IEC
construction sizes 25-132. The motors can withstand operating
voltages of 12V to 600V."

So it seems Creusen is building 9.2Kw 120v DC brushless and
watertight motors for African Cats, each weighing 45Kg...

>From the May 6 Press Release from African Cats, reproduced on the
MDI evaluation page, African Cats says also that the system will do
regen under sail up to 60Ah.

They claim "3hrs of motoring at 50% power", and a top speed under
power for this 5+ ton disp, 41'waterline cat of 8 knots.

Another stat they quote: "In order to motor for one hour, 6 hours of
sailing over 5 knots is needed..." (while regen'ing.)

Hope this info is of interest, and all here are well!

Tks

This year's green machines Sean O'Grady takes a look at the
eco-friendly stars of the 2006 Motor Show 18 July 2006

The green theme, it's fair to say, isn't that big at the Motor
Show. A pity, given the state of the planet. All car makers have
to deal with the challenge of climate change. But it might be
easier if they had a little help from us car buyers. There are
lots of ifs... If we were happy to use smaller, more economical
cars; if we could drive electric cars; if the Government offered
even the slightest fiscal incentive to go greener. If we buyers
changed our habits, the car makers would be happy to oblige. Yet
we do not, and it is going to be difficult to change our ways.

There are so few green "stars" at the Motor Show this year
because there doesn't seem to be that much demand for them. An
electric version of the excellent little Smart city car is being
unveiled, and will be made available to selected corporate
customers at least at first. It promises a range of 70 miles. The
only other new vehicle for the British market is from the
appropriately named Nice Car Company. Its electric car is in fact
a version of an existing Aixam design, from France, but it too is
a welcome addition to the narrow range of green cars.

To get the basics right: plug the Nice into the mains and it will
offer a top speed of about 40mph and a range of 50 miles. It
costs pennies to "fill up" by charging from the mains, and, if
the power it consumes is from renewables then it is about as
green as you can get without pedalling or walking. It also looks,
to most eyes, more "normal" than its principal competitor, the
G-Wiz, which will also be at the Motor Show.

Priced at less than £10,000, the Nice is not cheap, especially
when stacked against the £8,500 G-Wiz. Both cars will take a long
time to recoup their initial purchase price, but it might make
sense if you live and work in London. They're exempt from the
congestion charge, enjoy free parking and recharging in some
boroughs, and, of course, have those famously low running costs.

http://www.webitpr.com/release_detail.asp?ReleaseID=4267
[www.cenex.com] to support DCUK smart ev Trial
UK selected as test bed for first battery operated car

British International Motor Show, UK, 18 July 2006 – Cenex,
[...], announces its support for the first electric
vehicle (ev) version of the iconic smart fourtwo, launched today
at the British International Motor Show, by Daimler Chrysler UK
(DCUK). Amongst a raft of commitments to the project, Cenex will
allocate direct funding to the UK pilot programme to support
market development in both the public and private sector
operators.

The United Kingdom has been selected by DCUK to undertake a
market trial of 100 to 200 full battery-electric smart electric
vehicles. Cenex will use the project as a test-bed for the
concepts that underpin its work on forward commitment (advanced
procurement) projects. Cenex is keen to be a partner in the
project as a means of assisting the ongoing development of a UK
automotive supply chain for electric and hybrid electric
vehicles.

With 30kW output the smart ev sets a new benchmark in electric
vehicles in that it can sustain a top speed of 70 mph
(electronically limited) and offers even better in town
performance than its petrol powered stable mate. A contract with
London’s premier property agents Knight Frank has already been
secured by smart, and Cenex is committed to assembling additional
fleet trials for the smart evs, commencing in late 2006 and early
2007.

This is exactly the kind of project that Cenex was formed to
support,” said Robert Evans, CEO of Cenex.

This is a pioneering initiative which directly assists the UK’s
automotive supply chain for low carbon vehicle technologies and
Cenex looks forward to working with DaimlerChrysler and the many
customer fleets interested to operate smart evs. This pilot will
undoubtedly help validate the proposition that low carbon vehicle
technologies can meet or exceed customer's operational
requirements whilst simultaneously delivering big gains in
environmental performance. We would encourage all vehicle
manufacturers to take these kinds of steps on the road to
sustainable mobility.”

As a key project partner, Cenex will work with vehicle operators
and smart to determine the applicability of forward commitment
processes as a means of verifying that smart evs can meet
customer's operational needs. Dermot Kelly, Managing Director
Mercedes Car Group said: “We believe it’s important to explore
all avenues to sustainable mobility and that’s why were launching
the smart ev. Our partnership with Cenex not only provides
financial support but also the uptake of vehicles through its
public procurement initiatives. Cenex will support this pilot by
assisting the project team in developing individual field trials
that help place the 100 vehicles.”

The desirability of zero emission vehicles in densely populated
city centres has led local governments to offer incentives for ev
use such as congestion charge exemption and free parking in
London.

Notes to editors

Low carbon technologies are those that can help reduce carbon
emissions from vehicles. They fall broadly into four
categories:

-powertrain development for improved fuel efficiency; including
advanced internal combustion engine technologies, as well as
 electric and hybrid electric powertrains

-driveline developments for improved system efficiency based on
advances in mechanical and electric components.

-the use of alternative fuels, including biofuels, that can help
 lower well-to-wheels carbon dioxide emissions.

-lightweight materials for vehicle weight reduction

smart Goes Electric with fortwo ev July 17, 2006
by Justin Couture / American Auto Press
Electrifying smart ev Gets the Green Light

The smart fortwo, a truly iconic machine known around the world
for its diminutive size, has slowly been changing the face of
motoring. Its offered in most markets with two different engines,
an inline three-cylinder gasoline turbo and a turbodiesel. In
practice the 799 cubic-centimeter turbodiesel, the only engine
available in North America from a car company that only sells its
wares in the quirky Canadian market, works very well; it makes
the fortwo one of the most fuel efficient vehicles to roam the
streets. But that hasnt stopped smart from pressing on with an
even more efficient power source for its ever-important fortwo.

During December of last year, smarts parent company, Daimler-
Chrysler, rolled out five different alternative fuel smarts.
These models include the Crosstown and Micro-Hybrid, both of
which are gasoline-electric hybrids, plus a cdi hybrid which
mates the existing diesel engine to a mild hybrid system, as well
as a cng-powered model capable of accepting natural gas or
straight pump gasoline. And then there was the smart ev (ev
standing for electric vehicle). At their introduction,
DaimlerChrysler had little to say about these environmentally
friendly bite-sized autos. That is, until now.

Starting later this year, smart announced that it would be doing
a 200 unit trial run of the pure-electric smart ev. It is to
Europe what the GM EV1 was to North America; a real, mass-market
production electric automobile. The fortwo is a tiny vehicle by
international standards, as small as, and in some cases smaller
than some current production electric vehicles on Europes roads.
Measuring in at 98.4 in, which is about the same as the [REVA]
G-Wiz, its shorter than the Canadian-built ZENN (Zero Emission No
Noise) car.

The development of the smart ev was in collaboration with Zytek,
a British company thats well known for its hybrid and electric
drivetrains; not to mention racing engines. Assembly of the ev
will also take place at [Zytek's] factory in Fradley, England.

Visually, the ev is no different from any other fortwo; it rides
on the same wheels, features the same Tridion safety structure
with exchangeable panels, and even has the same aerodynamic
coefficiency rating as the standard car. Cleverly, the evs fuel
filler has been converted into the charging input.

In terms of its drivetrain, the [EV's] electric motor generates 30
kW (41 hp) of output, which is equal to the output of the diesel
engine. There is a big difference in torque though; the electric
motor delivers 100 percent of its punch from zero rpm, which
makes it more tractable, and therefore far quicker than the
oil-burner. Its claimed that the smart ev can hit 30 mph from
standstill in 6.5 seconds, has a top speed of 70 mph, and has a
range of up to 72 miles. A full recharge of its batteries takes
about eight hours, although, a juice boost from 20 to 80-percent
can be done in just four hours.

Whether or not smart will decide to increase production of the
ev, one thing has been established: despite popular belief, the
electric car is certainly not dead. (41 hp) of output, which is

http://www.psfk.com/2006/07/electric_cars.html
Monday, July 17, 2006 Electric Cars

This summer will see the release of Who Killed the Electric Car,
the story of how the GM EV1 took California by storm before being
cruelly killed off.

Thanks to modern battery technology electric cars are now viable
alternatives to other city vehicles. The modern EV (electric
vehicle) has a range of over 40 miles and top speeds in excess of
70mph.

The film comes at an interesting time in the development of the
EV as London, in particular, has become the centre for EVs. The
[G-wiz] is the most popular offering with approximately 500 being
driven around central London. The Maranello 04
[ http://www.sbsbsb.com/ ] has been launched this year and
provides the first real competition to the G-wizz. An interesting
twist on the EV is the Tango EV which is built in Britain but
marketed in the USA by Commuter Cars. The Tango EV is
extraordinary in that it's phenomenally quick and seats it's
occupants one in front of the other like a fighter jet. The next
EV to cause a stir is the smart EV, an electric version of the
popular smart city car that will be launched at this summers
British Motorshow.

So is this a new dawn for the electric car or will as the movie
suggests the oil companies, motor manufacturers and big
businesses conspire to wipe it out yet again.

If London is anything to go by then electric cars are back and
they are here to stay.

State Rebates Available for Hybrid Electric Vehicle Purchases,
Pennsylvania Governor Rendell Says Monday July 17, 12:16 pm ET
$500 Rebates Reduce Costs of Environmentally Beneficial Vehicles

HARRISBURG, Pa., July 17 /PRNewswire/ -- Governor Edward G.
Rendell today announced new funding for Pennsylvania's Hybrid
Electric Vehicle Rebate Program, which provides $500 rebates to
consumers who buy new hybrid electric vehicles. "Pennsylvania is
changing the way America thinks about and uses energy," Governor
Rendell said. "Hybrid electric vehicles have been an early
success in our push toward technologies that not only reduce our
dependence on imported oil, but also help to clean up our
environment.

"While the commonwealth continues to invest in a broad array of
advanced energy technologies, the first step into the future of
alternative energy for many people will be when they buy a hybrid
electric vehicle."

Hybrid electric vehicles save consumers money through increased
fuel efficiency, which in turn reduces America's need to import
oil from foreign countries. Greater fuel efficiency also
translates into lower emissions of air pollutants.

"Each of us can make a difference by demanding cleaner cars that
get better gas mileage," Environmental Protection Secretary
Kathleen A. McGinty said. "Increased efficiency and fuel
conservation are necessary first steps in breaking America's
dependence on imported oil and cleaning the air we breathe."

By leading the way to alternative energy technologies, Governor
Rendell is positioning Pennsylvania to capture a market for the
development and deployment of a whole new generation of vehicles,
power sources and fuels. This puts Pennsylvanians to work in
dynamic new manufacturing sectors and improves the environment at
the same time by relying on clean, indigenous resources to fuel
the economy.

This is the second round of funding for the Hybrid Electric
Vehicle Rebate Program, offered through the Alternative Fuels
Incentive Grant program administered by DEP. The initial rebate
offering was so popular that the program issued $1.5 million in
rebates in less than 10 months.

The Governor's 2006-07 General Fund budget expands funding for
alternative-energy initiatives by $3 million, including funding
to restart the rebate program under AFIG.

In 2004, Governor Rendell signed into law an act that expanded
the AFIG program, including offering the user-friendly rebates
instead of grants to residents who purchase hybrid electric
vehicles. Since the inception of the AFIG program in 1992, DEP
has awarded $28.7 million for 984 projects in 50 counties. AFIG
funds have leveraged more than $78 million from public and
private fleet operators, fuel providers and the federal
government.

To qualify for the $500 rebate, the hybrid electric vehicle must
be registered in Pennsylvania and operate, primarily, within the
commonwealth. The rebate will be offered on a first-come,
first-served basis as long as funds are available. Rebate request
forms and required documentation must be submitted no later than
six months after the vehicle is purchased.

Rebates will be provided only for the purchase of the cleanest
and most fuel-efficient hybrid vehicles. These "full hybrid"
vehicles use the hybrid technology to significantly increase fuel
economy while significantly reducing emissions. "Mild hybrids"
that use the hybrid technology to increase a vehicle's power and
performance rather than significantly reducing emissions will not
qualify for the rebates.

The AFIG program is one of a number of policy and financial tools
the Rendell administration has designed to promote advanced
energy projects in the state. The commonwealth is leading in
other areas of advanced energy development, creating jobs and
cleaning up the environment while putting indigenous resources to
work.

Governor Rendell's "PennSecurity Fuels Initiative" will produce
and use 900 million gallons annually of clean, domestic fuel --
an amount equivalent to what the state is expected to import from
the Persian Gulf 10 years from now. The Governor is investing $30
million over the next five years to build re-fueling and
production infrastructure to support wide distribution of the
alternative fuels.

Pennsylvania very well could be the nation's leading producer of
biodiesel within the year, going from practically nowhere a year
ago to a projected 40 million gallons of annual production. The
state already is home to the East Coast's first state-of-the-art
biofuels injection facility, which opened last fall with $220,000
in state aid. The plant will replace 3.2 million gallons of
foreign oil with domestically produced biodiesel and keep at home
$6 million worth of energy dollars by reducing the state's need
to purchase imported fuels.

The Governor also launched a major effort last year to replace
conventional state vehicles with hybrid vehicles. In the coming
fiscal year, the commonwealth will purchase 30 hybrids and set in
motion a process to continually build on this commitment so that
by 2011, fully 25 percent of the state's fleet will be hybrids.

To claim the Hybrid Electric Vehicle Rebate, vehicle purchasers
must submit a completed form to: Department of Environmental
Protection, HEV Rebate Program, P.O. Box 8772, Harrisburg, PA
17105-8772. Include the following information with the rebate
form:

* Copy of a valid Pennsylvania vehicle registration. The name
appearing on the vehicle registration card must appear on the
   dealer invoice.

* Copy of the bill of sale.

* Proof of the vehicle purchase. This can be a copy of the
front and back of a cancelled check, the finance agreement, or
an invoice indicating a zero balance due and receipt of
   payment in full.

A rebate will not be issued unless DEP receives all required
documentation.

Rebate forms, along with additional information about the
program, may be obtained at DEP's Web site,
http://www.depweb.state.pa.us, Keyword: "Alternative Fuels," or
by calling Cleo Arp, Grant Officer, at 717-772-8912.

A Story of Private Property, Raging Grannies, and Electric Vehicles

KTVU Channel 2 in the San Francisco Bay Area (a FOX-TV affiliate)
covered “the intersection of private property, Raging Grannies,
and electric cars” in a report aired on July 14, 2006.

Members of the San Jose and San Francisco Peninsula Raging
Grannies Action League jumped head first into the fray when the
call came from our friends in the Electric Vehicle Association.
Amanda Kovattana, owner of a bright yellow “Sparrow” electric
car, reported to us that members of the EVA had tried to pass out
literature in front of CineArts Theater in San Jose’s tony
Santana Row shopping district. They were given the bum’s rush
from the theater manager. Amanda reported that:

Cine Arts wanted to see any literature that we wanted to hand
out. We had asked if we could stand in the lobby inside the
theatre and hand out our brochures…we sent them copies and they
didn't approve of the material ….so our people stood on the
sidewalk and handed out our material. Towards the end of the
shift, the manager came out and told our man off for handing out
the brochures anyway. She insisted that the sidewalk was theatre
property and not public property and was mad at us for not
honoring their request. She asked us not to come back... We have
lawyers who would say otherwise about the sidewalk and I'm sure
you [Raging Grannies] are familiar with that battle.”

Yes indeed, the Raging Grannies ARE familiar with the battle for
the right to demonstrate on what is called “private property” in
the form of shopping districts and malls. We Grannies cite the
Pruneyard Act that took hold in 1980 and distribute literature
and frequently demonstrate (particularly in front of Wal-Marts)
whenever we please. Under the California Constitution,
individuals may peacefully exercise their right to free speech in
parts of private shopping centers regularly held open to the
public. The Grannies choose to ignore the part that implies that
maybe we should nicely ask permission first…

Our Raging Grannies called the press and returned to the scene
where EVA members had been denied the right to distribute
literature less than a week earlier. Under the watchful eye of
uniformed “private security”, we passed out some of the very same
pamphlets and sang environmental songs for patrons entering and
leaving the CineArts Theater. Then we proceeded with great
fanfare down Santana Row with placards, a Granny dressed as the
Statue of Liberty with gas mask, and a spy with NSA
identification on her fedora that followed the Grannies and
warned al fresco diners to "Pay no attention to those Grannies
and DO NOT read their subversive literature about fuel-efficient
vehicles" ...

At that point the property management private security guards
demanded that we leave, although at times they couldn’t contain
their laughter, especially when our National Security Agency spy
character shouted, “Yes! Make those Grannies leave. They must
cease their quest for clean air and freedom of speech!” Our
Reverend Granny Judy Tergis stepped in to calm the scene when the
San Jose Police arrived on bicycles. They followed us down the
street as we took our good time passing out electric vehicle and
plug-in hybrid information, stopping here and there to sing to
the Santana Row outdoor diners of which their were many,
including a tipsy Japanese tourist group who joined is in
declaring loudly “Banzai for Toyota hybrids!”

Amanda Kovattana reacting to the incident from an electric car
owners point of view:

"I told the Raging Grannies about the reception given us at
Santana Row and dang if they didn't get themselves on the 10
o'clock news tonight. As soon as I told [them] the theatre said
they own the sidewalk, the Grannies were set to rage. They love
that sort of thing.

The coverage on Channel 2's Ten o'clock news was awesome. They
showed close-ups of the postcard, the trifold and a Corbin
Sparrow brochure I was giving out. They had a new banner that
said "Hybrids not Hummers”. … Granny Ruth, my contact, told how
electric cars exist and plug-in hybrids exist and that the
theatre tried to stop us from handing out information about these
cars. [As Granny Ruth said] the police know them and know the
publicity consequences of arresting the Grannies. So the Grannies
stayed and nothing more could be done, though the reporter did
explain that since this is a mall built on private property, the
sidewalk is not public property as traditionally understood, but
belongs to the mall.

That's privatization for you. Faux street, faux sidewalk, faux
rights."

Electric vehicles ready to roll GENA KITTNER [EMAIL PROTECTED]
July 15, 2006

At first glance, they appear to be bright, souped-up golf carts.

But a closer examination reveals features found in cars and
trucks - a speedometer, windshield wipers, turn signals, seat
belts and lights - minus one important factor: a gasoline
engine.

Neighborhood electric vehicles, or NEVs, may soon be roaming
Wisconsin streets, thanks to a state law passed in April allowing
municipalities to permit the use of NEVs on roads with speed
limits of 35 mph or less.

At least one community in Dane County is ready to jump on the
electric bandwagon.

"I think that these are very intelligent alternatives to
gasoline-fueled vehicles," said Larry Bierke, village
administrator of Mount Horeb, where a final vote on an ordinance
allowing NEVs on village streets could come as early as August.
"In general, I think our community is comprised of a lot of very
smart people who will understand the benefit of electric
vehicles."

The proposal allowing NEVs was introduced to the Mount Horeb
Village Board this month. Board members directed Bierke to work
out an intergovernmental agreement with Dane County to allow the
vehicles on county roads within village limits.

Green Bay has already passed a law allowing NEVs, and in
Reedsburg - home to electric vehicle maker Columbia ParCar - the
City Council has scheduled a July 24 public hearing to consider a
proposal that would allow NEVs there.

"We would really like to have this happen," said Reedsburg Mayor
John Deitrich, adding that several people and businesses are
interested in buying NEVs. "We see this as a valuable tool for
our senior citizens."

'Great alternative' Reedsburg Police Chief Tim Becker, who has
test-driven a NEV, said they are "a great alternative to a gas
engine." The Reedsburg Utility Commission has bought one from
Columbia, contingent on the city passing the law.

"We intend to use it for our meter reader," said Jerry Dorow,
electric department supervisor for the Reedsburg Utility
Commission.

Columbia ParCar, which manufactures gasoline and electric golf
carts and utility, industrial, commercial and passenger vehicles,
has been making NEVs for about five years and ships about 150 to
200 of them annually. They cost from $7,800 to $10,500, depending
on size and optional features.

"It's designed for high performance," said Earl Huebner, who does
sales and marking for Columbia. "We ship them all over the
country and we have been for some time."

The NEV can come equipped with all-weather zipper doors and a
heater so it can be used in the winter, he said.

"It is going to be very much less expensive to operate, in our
opinion, than a conventional vehicle."

Other manufacturers include Global Electric Motorcars, a
DaimlerChrysler company.

'Bigger and better' Jennifer Watts, the spokeswoman for the
Washington- based Electric Drive Transportation Association, said
the electric vehicles have been around since the mid- to late
1990s. "They've gotten bigger and better and more efficient over
the years," she said.

Watts said California is the largest market for the vehicles, but
they're also popular in gated and planned communities.
Reedsburg's plan to use one for a meter reader is similar to
several police departments that use them for parking enforcement,
she said.

"They are legal in a lot of states, but some states don't have a
law on the books for them," she said. "It is a really small
market."

Watts said in 2004, the U.S. Department Energy estimated 56,000
electric vehicles were on the road, not counting those sold in
2004. She estimated about 60,000 NEVs are on the road now.

So far, they've been a very niche application, such as second
vehicles for people living in warmer climates, she said.

Leading the way
In Mount Horeb, Bierke proposed that the village clerk issue
licenses for an NEV upon an inspection by the police chief or his
designee. The driver would need proof of insurance and a valid
driver's license.

Bierke said his biggest concern with the electric vehicles is the
reaction of some drivers.

"People who drive real fast may not have the patience for a
vehicle that has a maximum speed of 25."

When asked about safety issues concerning the small vehicles,
Reedsburg's Deitrich said it would be important to use common
sense. He asked, if bicycles are allowed, or horse and buggy,
scooter or tractor, what's wrong with an electric car?

Although Bierke said he doesn't expect Mount Horeb to be flooded
with registration requests if the law is passed, he wants the
village to be ready.

"Our license practice will just be a sticker," he said. "The
village of Mount Horeb would control these vehicles within the
boundaries. We want to ensure the village of Mount Horeb is
prepared to lead the way when the consumer demand ... demands
it," he said.

The Reedsburg Times-Press contributed to this story. • Electric
vehicles Neighborhood electric vehicles have a top speed of 25
mph. All Columbia ParCar NEVs have adjustable mirrors, seat
belts, reflectors, turn signals, brake lights and headlights.

NEVs have a range from 35 to 40 miles on a full charge. They take
eight to 12 hours to fully charge.

Options include safety glass windshields, a horn and reverse
warning beeper, cab enclosures with hard side doors, soft-sided
enclosure, heater/defroster, folding steel side rails, front
wheel hydraulic brakes, speedometer/odometer, rear seats and
lockable glove boxes.

EVLN(GM didn't see it but disputes the film)

GM Disputes Electric Car Documentary
Posted Jul 12th 2006 2:00PM by Christopher Campbell
Filed under: Documentary, Sony Classics, Michael Moore

Often when an investigative documentary ends, it is only the film
that stops, while its story continues beyond the credits. For
example, any doc with allegations against a corporation,
institution or government is going to lead to further debate and
discussion. Actually it's a safe bet that such a doc will garner
a full public dispute and/or press-released defense if not also
an extensive attempt to discredit everyone involved with the
film. Therefore it is not surprising that General Motors has
quickly come out with its own side of the story told in Who
Killed the Electric Car?, a film which hardly makes outright
claims so much as it asks obvious questions about GM's recall and
demolition of its EV1.

GM is not a stranger to being the subject of investigative
documentaries. Michael Moore's debut film, Roger & Me, hit the
company's image hard when it became a surprising success in 1989
and popularized the investigative doc format. But even though Who
Killed the Electric Car? is not nearly as well made as Roger &
Me, and it probably will not have as big an audience, no
potentially harmful film is going to be ignored by the business
it might damage (see the story of Wal-Mart: The High Cost of Low
Price, which never got wide distribution but still caused a fuss
with the superstore chain).

GM's answer to the film is in the form of a posting by spokesman
Dave Barthmuss on the company's FastLane blog
[ http://www.gm.com/company/onlygm/fastlane_Blog.html#EV1 ]. I
won't go into his statements because this isn't the place for
that discussion, but I would like to point out that Barthmuss has
not seen the film, and that should be an immediate mark against
him. Not only does slamming a film he hasn't seen make him
obviously unfit to do so, it puts a dent on the credibility of
GM's whole argument. I didn't even enjoy the film, but I would
certainly watch it again if I was going to intelligently discuss
its contents. I'm sure GM's stance on the issue won't change
after viewing Who Killed the Electric Car? but wouldn't it help
their side to have Barthmuss spend 92 minutes at the movies? Or
at least have him lie about seeing it?
