Maybe I'm misunderstanding what you mean by "seat belt inertias have 
activated."  To me that means the belts have locked.  The seat belts I've 
used lock in very mild deceleration, and sometimes on a hill.  I've been 
held snugly in my seat many times when the kill switch didn't activate.  But 
as I say, perhaps we're talking about two different things here.
