It will definitely be hard to find a self-priming pump as all automotive water pumps are in a system that has the water pump filled at all times. In fact, the coolant typically lubricates the pump, so you do not want it to run dry. For example the Prius has the hybrid inverter coolant pump sitting just under the inverter, with the loop also passing through the transaxle to cool the motors. The small bottle that holds the balance of the coolant sits right next to the inverter and is open to the air, so there is no pressure in the circuit, the pump creates a small waterfall in the bottle to show coolant flow, the coolant drains back into the system at the bottom of the bottle, going through the heatsink on the bottom of the inverter and through the motor. Those pumps are run by a brushless motor and the pump fan is magnetic coupled to the motor, so there is no seal to wear out and leak - it is permanently sealed. I would look into such a pump, they are about $50 on Ebay. Less if yo uwalk into a pick-n-pull junkyard and much more if you go to a Toyota dealer to get a new one.
