My goodness, what a creative name! :-\ I would guess that the key to this is that the LED replaces some less efficient form of lighting, with the hope that the lower power use will allow for some (perhaps limited) amount of (perhaps limited power) EV charging without a need to fit larger feed wiring to the streetlights. Perhaps they also expect that most charging will be done in the daylight hours. All this is conjecture on my part, however. The news piece doesn't go into that kind of detail.
