Sorry, I don't agree. The text means exactly what it says: If the charger is not UL rated, OR if it doesn't meet "codes and standards," you can't have a rebate. That is, if EITHER of these is true: 1. It's not UL rated, OR 2. It doesn't meet codes and standards .... you don't get your rebate. I'm usually on the little guy's side, but in this case, PSE is right. The customer didn't read the rules carefully. That's his loss, and they're not responsible. If the rules were worded with "or" in a positive way - "Chargers that are UL rated, or meet codes and standards, will be eligible for the rebate" - then the customer would have a valid gripe. But that's not what they said. The "or" in a negative context allows PSE to reject the rebate request on either condition. I really don't think there was any intent to deceive the customer here. However, it would have been clearer if PSE had written the above - or, even better, "to be eligible for the rebate, chargers must be UL rated and must meet all applicable codes and standards." PSE should have hired someone with better writing skills to write and/or review their rules. Let's hear it for English majors!
