I don't know about Lee Hart, but I have 3 Ping batteries (so far), and all 
have been 100% reliable.  

I am using them as they're intended, for low power applications.

They use pouch cells.  These are not high power batteries.  They're  
designed for e-bikes, not car-size EVs.  Li Ping himself, who unlike many 
Chinese suppliers is in this business for the long run, used to not 
recommend sustained loads over 1C. The cells have evolved over time, and he 
is also now a little more optimistic: 

"Based on longer than 7 years experiences and feedbacks from our customers 
(from V2.0 to V2.5), we can confidently say our battery cells are capable of 
2C continuous current draw without significant capacity reduction for many 
years. The cells can be also drained at higher C rates if more years of 
battery life is not expected."

So I would recommend a Ping battery for a 50-100lb e-bike or scooter, but 
not for something weighing half a ton or more. 

There are lots of other Chinese suppliers, some MUCH cheaper.  I did a lot 
of research on the e-bike forums before I bought my batteries.  Some of the 
posts are no doubt out of date, because Chinese suppliers come and go fairly 
rapidly.  The sense I got though was that if you buy a nameless wonder 
battery and it fails early, you often can't count on the supplier to be 
around - or to care if he is.  Also, take all specs with a grain of 
(lithium) salt.  

Ping got mostly positive reviews, so that's what I chose despite the price.  
But as I say, I don't recommend them for high power use.
