The smart part is it would have a high and low speed setting.  Your average 
miles per kwh would determine in that range how fast you would go as well as 
how far you will go.  Example:  you set the miles per kwh at 5.  You get to 50 
mph.  Set the low speed to 45  highest speed as 65.  So this way if the car can 
go 65 it will but if you go up a hill it won't go below 45mph to stay safe of 
course using more energy to do so.  At that point it would work like a normal 
cruise control and keep a steady 45 until a downhill, wind to your back or 
level ground. It would allow you to concentrate on keeping your car in the lane 
while getting good efficiency. Using a system like this would allow you to know 
exactly how much energy you are using and how far you will really go. With a 
steady 5 miles per kwh you will be in the slow lane with your speed varying 
between 52mph and 62 mph on mostly level ground which is never level.  The wind 
is also a factor. Your speed will really vary.    Lawrence Rhodes

That would be hard! In some driving conditions, it would lead to "infinite" 
speed (would try to go as fast as possible downhill). In others, your speed 
would be zero (going up a hill too steep to climb at X kwh/mile).

Not necessarily. "Hypermilers" tend to treat the engine as an on/off switch. 
When on, it runs at its most efficient setting. When off, you just coast. Not 
the most comfortable way to drive -- it makes others think you are both an 
idiot

But again depending on terrain, you won't coast at over 25 mph unless it's 
downhill. Or, the automorons have decided that the vehicle's "creep" speed 
should be over 25 mph. :-)
