So, if "permanently" means "hard wired", then this code would be mostly moot. Plenty of plug-in choices to avoid dealing with the meaning of "qualified".

I, too, am wondering what "qualified" means.

Note the qualifier in the requirement:
*Permanently* installed electric vehicle power transfer system equipment
shall be installed by qualified persons.
So, this does not include plug-in EVSE with a NEMA plug, only
"hard-wired" chargers.
I am a bit surprised, in that I was under the impression that it was a
requirement much longer to have a qualified person such as
electrician, install hard-wired equipment, or someone who is allowed
to do house wiring, which under certain circumstances can be the
homeowner doing installation work on their own home.
BTW, is there a description of what constitutes a "qualified" person?
I seem to recall a discussion long ago while I was developing the
JuiceBox 2 Charging Station that we came across the requirement,
either in NEC or UL standards that a certain thing required a
qualified person and then one of my colleagues spoke up and explained
that in order to avoid blowing up a push for better quality
installations, that he had proposed to put the "weasel-word" qualified
into the text, so that it suggested that a licensed electrician is
required to do the work, without actually saying that, so that there
is wiggle room for homeowner-installers and other exceptions without
violating the letter of the standard. But that discussion was a long
time ago, so don't hold me to that here, just let us all know if there
is a definition of "qualified" - that should tell the story.
