Am I understanding correctly ? This is preventing hardwired EVSEs, not
plug and receptical installations. Correct ?
Personally, I don't see a problem with using a NEMA outlet. If there's a
problem with overheating, shouldn't that be an issue with the NEMA
outlet certification ?

I brought motion 128-NFPA 70-2025 to the table in Las Vegas, but the
voting members turned it down.
Thus 625.4 will become code. Though not in California if AB306 passes.

Comments or Clarification
The proposed 625.4 will not stop DIY install of EVSE, rather it will
push DIY installers “out of the
system”. Prohibiting DIY installs does not prevent DIY installs.

In the interest of safety, having a building inspector check
DIY torque values and wiring is a good thing that
NFPA should fully endorse.

The narrow nature of this, which does not clearly cover receptacles or
empty junction boxes, will create confusion, and further undercut the
intended aims of this code addition. The proposed language could
create a perverse incentive to install more receptacles under the
guise of welder outlets or whatever, rather than the simpler to wire
correctly EVSE.
