3.10.1 release branch. This means that it is likely missing from the
3.10.1 tarball as well.
It does exist in the rel_3_10 and master branches in the git
repository, so you could copy it from there.
I'll fix the 3.10.1 release branch and see if we can get an updated
tarball released this week.
