My suggestion is to put the emphasis on how much it will improve the patron experience by being able to offer them so many more titles than they currently have access to.
We have done resource sharing in Georgia since the beginning of PINES and one of the things that we have found is that oftentimes the less well-funded libraries that can't afford all of the new books end up being really valuable for holds because they may have some of the older titles that other branches have weeded. Also, if you are using age protection, then staff can be sure that their local patrons are still getting the brand new items first.
