The example he uses is a lookup containing the halt/no halt for every program... you cannot construct this lookup in the first place without having an oracle that give this answer and allow you to construct it... so yes if you have such a lookup, the lookup plays the role of an oracle... that doesn't mean every lookup is an oracle.
