Also, after a few centuries the population in the areas governed by the Romans would have gotten used to all the benefits living in Roman empire gave them. Without a steady improvement in living standards on a time scale of at least several decades, the negative aspects of living in the Roman empire of not being in charge would have prevailed over the benefits which would have been taken for granted.
