I agree with the other people in the thread, touching internal
files/folders of any application can lead to breakage(s), but if you
still want to take the risk and understands all the implications, then
the new place is
   ~/.local/share/evolution/mail/local/.Outbox/new/
where you store each message with a unique name, for which is usually
used Message-ID header value (check content of
~/.local/share/evolution/mail/local/cur for a format and so on, it is
content of your On This Computer/Inbox). Just do not use the ":..." from
the name in /cur subfolder, it'll be added by evolution, when it checks
the /new folder for newly added messages. That all is written in any
Maildir specification. The uniqueness of the file name is crucial.

I hope it helps, and you'll not break your evolution much :)
