Depends how long it takes to attempt port 993 and fall back to 143. Some
people _know_ they don't have a server listening on port 993, or they
have a firewall which _drops_ SYN packets instead of rejecting them --
and going straight to port 143 then using STARTTLS is definitely
preferable.
