Exmerge with multiple PSTs is the way I do it, and it works quite well. I have a database that automates the process by creating the batch file that is used to copy a base pst file to all the usernamed pst files. The one gotcha to keep in mind is that exmerge uses the directory name rather than the alias name when looking for a pst to merge.
