This is covered in the list FAQ. ArcServe should be able to restore if the backup is taken properly (i.e. full exchange-aware backup and not the individual NTFS files or individual mailboxes)
BLB (as implemented by any vendor) won't corrupt the Store necessarily, but they won't help in the event that a full restore is necessary. To do a full restore, you will need to have recent backups of the full Store (retaining SIS) as well as the other system and configuration info obtained during a full backup. The question is then, if you need to do a full backup anyway, why waste the additional tape, time and CPU cycles to perform a duplicate backup of just the mailboxes? If your business requirements are such that you would need to quickly restore deleted mailboxes or messages, other methods are available to accomplish this (Look for the "Ed Crowley Never Restore" method in the FAQ or on Google.)
