I think you have some confusion in terminalogy here. You can have up to 5 Storage Groups and a total of 20 Stores (mailbox and public). One thing I have learned recently is that if you run Exchange 2000/2003 on active active clusters these limits still hold true. In short, across the two, or more, members of the cluster you can only have a total of 5 Storage groups with a total of 20 mailbox/public folder stores.
