It is not true. No version of OWA can support PST files, including OWA 2003. Think about it - how would you access a PST file on your local PC from a remote kiosk if the local PC was shut off?
Also, where can I read that the definition of full-service means the client has to support PST files? It is true that there are a LOT of improvements in OWA 2003, but the ability to read/import/do anything with PST files is not one of them, nor do I suspect it ever will be. I don't know of any web clients that support that.
