Who says the PST has to be on the PC ?

That aside, I totally regret using PSTs, I cannot fathom a way to take
them away from staff, without it looking like a reduction of service.

I would have been better to say, 'you have too much mail' to users, and
'you need to buy sufficiently big servers' to managament.
