For the former, PGP, and it's open-source sibling GPG are rather widely adopted in the technical community, but I'm not sure how the average medical claims handler would deal with it. Depending on how you have it setup, each person you communicate with would need to have your public key to decrypt/read email sent to them. Additionally, they would need their own key to send you encrypted mail, and again, you would need their public key to read it. However, once you decide on the mechanics, integrating it with Outlook should be simple. There are several free Outlook plugins for GPG. www.gnupg.org. For the latter, I'd look into implementing TLS.
