Because PGP/GPG isn't ubiquitous, I don't think that it's the correct choice for this type of deployment.
Most modern mail clients (all the corporate ones, plus most of the third party personal ones) support S/MIME natively, whereas few support PGP natively (neither Outlook nor Outlook Express do).
