First, there is a KB with a hotfix that allows you to increase the limit to 17gb temporarily as a workaround. Also, keep in mind that the 16gb limit is per database, so you can have a 16gb mailbox store (priv1.edb + priv1.stm) and a 16gb Public Folder Store (pub1.edb + pub1.stm). Second, as Tony said, you need to implement some mailbox limits right now. I'd show your size findings to management and then explain that once the 16gb limit is reached, the store will shut down and no one will have access to e-mail. Third, as to your question about file storage, unfortunately there really isn't a ton you can do natively. 3rd party archiving products such as KVS really help, but they tend to be a bit pricey. Your best recourse is to try and train users to save attachments to their computer (or file server), then delete the message with the attachment. You also might look at something such as Sharpoint Server, which might help with Document Management if a lot of internal docs are being passed around in e-mail.
