A fairly simple transport event sink could be used to reduce the SCL by
some factor for specified users.  You'd want it to be a postcat sink so
that you could see expanded DLs and such.  There's an SDK example of a
sink for modifying the SCL if I remember correctly.

Speaking of that article, has anyone written a trigger that will add the
SCL header to message store emails? I want to be able to lower the SCL
score for certain users (me) but keep it higher for users that aren't as
good as checking their spam boxes.
