Your user is hitting a GC in another domain. GCs have read-only (more or less) copies of groups (DLs) for domains other than their own.
How can you fix it? The answer is, in the general, you can't. In your specific case, if all your DLs are in one domain, and it is feasable, you can restrict Outlook to use a GC in the same domain where the DLs live.
