Your user is hitting a GC in another domain. GCs have read-only (more or
less) copies of groups (DLs) for domains other than their own.

How can you fix it? The answer is, in the general, you can't. In your
specific case, if all your DLs are in one domain, and it is feasable,
you can restrict Outlook to use a GC in the same domain where the DLs
live.

There are a couple of different ways to restrict which GC Outlook uses.

I am running Exchange 2000 in native mode.  I have given a user
permission to manage a dl (Manage By Tab on the DL Properties).  Both
the DL and user belong in the same domain.  However when the user tries
to modify the membership of the dl, the user receives this message,
"Changes to the distribution membership could not be saved.  You do not
have sufficient permission to perform this operation on this object".
Why does this occur?  How can I fix this?
