Thanks, Some of my info was second hand and inaccurate. I'm pretty sure the exdeploy.hta will fix the problem but I need to upgrade the w2k DC to w2k3 first.

Try it from a server that has ESM installed... If you want to run it from a workstation or other non-exchange computer, open the E2K3 CD, then run exdeploy.hta, and click on the link that says "Install Exchange System Management Tools Only". There are some caveats on installing ESM on an XP workstation, though. It needs to be in the same forest as the exchange org, and running it on the same machine with Outlook installed isn't supported.
