It was the Manage Audit... rights issue.  We had rebuilt the DC from
scratch and forgot to add that back.  I have now added it to the DC
Group policy to ensure this doesn't happen again in the event of another
rebuild etc.

In ESM, right-click > properties the EXCH server, then turn up
diagnostic logging for DSAccess -Topology to max... 

Now look in your App log for Event ID: 2080 and review the KB below to
see what's wrong with the GC.

Any suggestions as to why Exchange 2000 might not see a valid local GC 
when it exists?  I have tried to manually set it to a separate GC so 
that I can rebuild the original one, but Outlook goes nuts and it can't 
seem to see the GC, and when it is set for Auto it never shows up in the

list. 

I'm assuming this is probably an AD problem, but as all the AD tools 
report it as a valid GC for my domain I don't understand why Exchange 
can't use it. 

Any suggestions of something else to check/test?
