You'll likely have better results posting questions like this to a Windows
list.  As to your request, please understand that group policy basically
effects changes to the registry.  If you don't want users to be able to
install software on their own machines, deny them the permission to do so.

I am trying to find a way to prevent users from installing software using a
group policy. Some users on the network *must* have admin right to the local
machine and a lot of applications that we user require local admin
privileges to run.

1. I do not what to specify what application a user has permission to run,
this changes on a daily or weekly basis depending on what software they want
to "evaluate"

2. The software restriction policies suck. However I did use it to block
some file types. And programs with setup or install in their names.
However that can easily be bypassed.

Does anyone know of a fool proof way to do this, or am I out of luck?
