As other people have said this is not quite a fail over and requires
some user intervention, to bring up a cold server. In my environment I a
spare server sitting in our Administrative Group which is used for the
following three roles:
1. Used to queue inbound email for when the main (mailbox)
exchange server is down for maintenance (i.e. Patching,
Reboots, etc)
2. For the purpose of recovery storage groups.
3. Used during a server swing when migrating to new
hardware.
Just having a spare server there has saved a lot of time and headache.

Is it possible to have a second server running Exchange 2003 take over
in the case of a server failure, without using clusters? I don't have
Enterprise versions of either Windows or Exchange 2003.
