Is the actual promotion from UDG to USG done after the Exchange 5.5 organization has been removed and only the 2003 environment exists?

It is my understanding that PFs that use DLs for ACL permissions will not become UDG but become USG, to maintain the security permissions. How do DLs, used in Public Folder ACL's, become USGs instead of UDGs?
