When this happened to me, I was beating my head against the wall trying to figure it out. Finally, a simple reboot solved the problem! :)

The message tracking looks like this -

18:39 SMTP Store driver: Message submitted from store
18:39 SMTP: Message submitted to advanced queuing
18:39 SMTP: Started message submission to advanced queuing
18:39 SMTP: Message submitted to categorizer
18:39 SMTP: Message categorized and queued for Routing
19:30 SMTP: Message routed and queued for remote delivery
19:30 SMTP: Message submitted to advanced queuing
19:30 SMTP: Started message submission to advanced queuing
19:30 SMTP: Message submitted to categorizer
19:30 SMTP: Message categorized and queued for Routing
19:30 SMTP: Message routed and queued for remote delivery

This seems to happen constantly for every meesage for that specific
domain.

Subject: Exchange 2003 message stuck in the smtp queue

The SMTP queue on our Exchange 2003 SP1 server running on Win2k3, has been acting strange. It seems to keep an active connection to a specific domain (wachovia.com) and any mail going to that domain stays stuck in the SMTP queue and goes nowhere unless I stop the SMTP virtual server. I tracked the messages and they seem to go in loop, it is resubmitted to advanced queuing multiple times. I have already tried flushing the queue manually and also restarted the server, to no help. The one I can't understand is why it maintains an active SMPT connector with wachovia.com even if there are nomessages in queue.

Thanks
