Andrey, PGP uses both private and public keys. The keys are related, but the Public key is only used to prove that the message is coming from who it says it is coming from. The private key and the public key are used together to decrypt the message. The clients on either end of the exchange do NOT need to have copies of each other's private keys. Therefore, the sender and recipient DO NOT need the same keys....the access control is handled through PGPs Central Authority via the public keys.

With PKI only I know my private key, but you can know my public key. You can't decrypt anything with my public key, but you can encrypt a message to me with that public key. I can then decrypt it with my private key. PGP uses a single key that is known to both sender and recipient. The same key is used for both encryption and decryption. All the user knows is that they send and receive messages in Outlook.
