AAAAHHHHHHHHHHHHHHAAAAAAAAAAAAA!!!!!!!!!!!!!

I just tested it now, sending a message from Exchange 2003 through
VMS/PMDF with nothing in the To: or Cc: line, and my Gmail address and
also one of my Charter addresses in the Bcc: line. They arrived at Gmail
and Charter promptly, with BOTH addresses appearing in the To: line at
each destination. We may be onto something here.
