The Symantic is a model 5420 hardware firewall. We haven't tried a full
SMTP session but we took it as far as RCPT TO, and it all worked fine
that far. Judging from our logs the normal transactions aren't even
getting to EHLO or HELO. The messages are stuck in the out queue of the
other firm's Exchange 2003 server, where they retry the send every 15
minutes until they eventually time out.

have you tried performing a full SMTP session - not just HELO, but
actually passing a message to see if the message goes through?
Are the messages stuck in one of the queues of their server?
