Under Exchange 2003 (and I believe 2000), if you disable an account, it will not receive mail. To fix that, you can go into the mailbox security on the user, select SELF and check ALLOW for "Associated external account" and the mailbox will still receive e-mail. SELF will also need "full mailbox access".
