No, the ADC's are all pulling from the root of each domain, not from specific OU's under that.
I did find that running DS/IS consistency adjuster did finally cause the "phantom" users to appear in the 5.5 GAL - and also brought to my notice about a gazillion mailboxes that hadn't been deleted as they should have been when the user accounts were deleted. ARGH. Now I have to go through all of those disabled AD accounts and clean 'em up.
